Game Start - Player 2

In a scenario where both sides start a game 'using terrain' such as 'Take and Hold' if the second player has troops deployed behind walls/hedges/in houses can they claim to be Hidden as well as using Terrain? Any subsequent move they could be Hidden, but in Turn 1 they are at a distinct disadvantage if they cannot claim to be Hidden......

You are only hidden either when using Hidden Deployment or if given an order to Hide.

It will often however, be possible to deploy more than 5cm away from linear terrain such as a hedge or low wall, in which case the enemy cannot draw Line Of Sight to your troops. They are not Hidden, the enemy knows of their presence, but they can't be targeted by fire.

Hi

But my point is that the 2nd player does not get the opportunity to give a Hide command until his 1st turn, so as he goes second, his troops can be targetted if 1st player can get LOS to them at game start.

Example - 2nd player has deployed men in a house at start of game in scenario such as Escalating Engagement. If 1st player can get LOS to them he can shoot at them from any distance within range, without needing to spot because they cannot be hidden. Is this correct please?

That's correct.

The best way to deal with this would be just to deploy your troops either slightly back from the terrain or out of LOS. As you're deploying second you have the advantage of seeing where the enemy is. If you deploy slightly behind then a sneak order will get you where you want to be and you can hide.
