DMH Downunder - State Police Downunder Special Rules

I have a question on the following Special Rule.

Any character having to take a Nerve Test or Big Nerve Test that has a member of the State Police gang within 10cm suffers an additional -1 to the dice roll.

On first reading I thought it meant a State Trooper getting this -1 to dice roll for test, cancelling out the"Friendly models with 15cm: +1 to Nerve test.
But this didn't make scene unless the State Police didn't trust each other and feared having a fellow officer nearby.

On second reading I thought it could ave been a type and it should have been a +1 to the dice roll.

On third reading the term character (term not used before) confused me and assumed it meant "Opposing Model" (used many times before) and opposing model gets the -1 to dice roll if a State Trooper is with in 10cm.

Which is the correct interpretation of this special ability?

It's a negative for opponents, so any enemy models within 10cm of any State Police models suffer an additional -1.

Character does mean opposing model.
