Gang Special Abilities and the Gang Boss

I just had a couple of questions on a few Gang Special Abilities when the Gang Boss isn't playing.

Page 23 of the DMH Rulebook states:-
These abilities may only be used in scenes that include a Boss (from either side, or both) in the case.

But there are a couple of exceptions to this rules, being stated in the Skill explanation.
7th Cavalry - 2 abilities can be used without Officer.
NCO - Specifically states if no Officer you have an NCO with -1 bonus to his Nerve.
Bugle - States ability works whether the Officer is present or not.

There are a couple of Weapon abilities for specific Gang members listed in the Special Abilities for the Gang.
Banditos - Plethora of Pistols.
Renegade Indians - Hand to Hand Weapons.
Question - Are these used all the time, even when the Boss isn't present for a scene?

There are a couple of Special Abilities that seem to be able to be used without a Boss present.
7th Cavalry - Drilled.
The Cavalry Troops have training and its either an Officer or NCO shouting at them to get it right.
Question - Does the Drilled ability work all the time even when the Boss isn't present for a scene?

Desperadoes - Life Ain't Worth Spit.
Well they are a bit crazy and don't really care for their fellow Gang members.
Question - Does the "Life Ain't Worth Spit" ability work all the time even when the Boss isn't present for a scene?

The rules that you have mentioned all work without a Boss being present.

Are there any other Gang Specific abilities that can be used without the Boss being present apart from the ones originally listed?
